(목) 12:00 ■ 장 소 : 서울(각국) 중국대사관 앞 ● 서울 중국대사관 위치 : 서울 효자동 54번지, 지하철 3호선 경복궁역 3번출구 자하문터널방향 700미터 20만 탈북난민들이 중국정부의 무법한 탈북난민정책에 따라 박해와 처형이 있는 북한으로 송환되어 처형당하고 있으므로, 강제송환금지의 국제법원칙을 위반한 중국정부의 탈북난민 강제북송을 저지하기 위하여 전세계 중국공관 앞에서 국제시위를 전개하고자 하니 많이 참여하여 도움이 없는 탈북난민들에게 도움의 손길을 내밀어 주시기 바랍니다. 공동대표 : 최성규(한기총 대표회장, 목사), 길자연(한기총 직전대표회장, 목사), 정인찬(미주 한인기독교총연합회 회장, 목사), 손병두(천주교 평신도사도직협의회 회장), 서경석(목사), 김상헌(북한인권국제자원봉사자), 손봉호(동덕여대 총장), 인명진(목사), 김일수(교수), 황우여(한국 국회의원, 한나라), 열린우리당의원 중 1인(교섭중), Sam Brownback (미국 상원의원) , Joseph Pitts (미국 하원의원), Tom Tancredo (미국 하원의원), Suzanne Scholte (미국, Defense Forum Foundation 회장), Kato Hiroshi (일본, 북조선난민구호기금 대표) 참여단체 : 한국기독교총연합회 인권위원회, 기독교사회책임, 숭의동지회, 탈북자동지회, 평화통일탈북인연합회, 자유북한방송, 탈북기업인회, 두리하나선교회, 북한민주화네트워크, 북한민주화운동본부, 북한인권국제연대, 선한사마리아인선교회, 최영훈구명운동본부, 피난처, 피랍탈북인권연대, Helping Hands Korea, 북조선난민구호기금(일), 북조선귀국자지원회(일), 북조선피랍일본인구출전국연합(일), North Korea Freedom Coalition(미), Defense Forum Foundation(미), Wilberforce Forum(미), International Korean War Memorial Foundation (LA), Committee for Rescue of Korean POW's, Institute for North Korean Mission Strategy, US Committee for Human Rights in North Korea, Seoul Presbyterian Church, Jubilee Campaign, Southern Sudanese Voice for Freedom, Institute on Religion and Democracy, China Aid Association, American University Korean Student Association, Helen Louise Hunter, Korean Freedom Democracy League of America, Freedom Society of America, The Support Committee for Free NK Radio (카나다), The Council for Democracy in Korea (카나다), Korean-Canadian Cultural Association of Metro Toronto, Korean Senior Citizens Society of Toronto, Korean veterans' Association(Canada Eastern Department), The Council of Korean Churches in Ontario, and Ontario Korean Ministers' Association 문의 : 김성호(기독교사회책임,011-9068-4684), 도희윤(피랍탈북인권연대, 011-234-3397), 천기원(두리하나, 011-212-2222), 이호택(피난처,017-298-5119) 중국정부의 무법한 탈북난민 강제송환 정책을 막아섭시다. 2003.,2004, 2005, 3차에 걸친 유엔인권위원회의 북한인권규탄결의안과 2004.10.18. 미국 북한인민법 발효 등 북한인민과 탈북난민의 가혹한 인권현실에 대한 국제사회의 우려가 증폭되고 있음에도 불구하고 최근 중국 당국은 2004.10. 베이징 근교에서 체포된 70여명의 탈북난민과 탈북난민을 박해의 위험이 명백한 북한으로 전격 강제송환하고, 2005.4. 장춘 철북감옥에 수감된 30여명의 탈북난민을 북한으로 강제송환하는 반인권적 조치를 감행하고 있습니다. 한국국가인권위원회의 현지방문보고서에 의하면, 중국은 두만강변 7곳의 군부대내에 비밀리 탈북자집단수용시설을 운영하면서 매주 300명씩 북한으로 강제송환하는 것으로 밝혀졌습니다 재중 탈북난민은 UN과 국제사회가 인정한 난민입니다. 중국은 1982년에 1951년의 난민협약을 비준한 나라로서 기회있을 때마다 1951년 난민협약은 도움없는 난민들에게 어둠속의 촛불이며, 중국정부는 국제법을 준수할 것이고, 국내법과 국제법이 상충될 경우라면 국제법이 우선이라고 강조하여 왔습니다. 그럼에도 불구하고 중국정부는 인신매매, 강간, 임금착취 등의 인권유린에 노출되어 있는 재중탈북난민들을 보호하기는커녕 정치범수용소나 고문과 처형이 기다리고 있는 북한으로 무자비하게 강제송환함으로써, 국제난민법의 최소한의 기본원칙인 강제송환금지의 원칙을 유린하고 국제법준수의 약속을 저버렸습니다. 탈북난민에 대한 중국정부의 대대적인 강제송환조치 및 이에 대한 우리의 대응은 재중탈북난민의 운명은 통일한국의 운명을 결정짓는 중요한 분수령이 될 것입니다. 중국정부는 탈북난민 강제송환에 대한 국제사회와 남한사회의 저항이 어느 정도인지 가늠해 본 후에 별다른 저항이 없을 경우 탈북난민에 대한 강제송환정책을 더욱 대담하게 실시하며 국제사회의 여론을 거스르고, 장차 통일한국의 운명도 좌우하게 될 것입니다. 북한으로 강제 송환된 탈북난민들 특히 탈출을 시도하던 과정에서 체포된 탈북난민들이 북한으로 강제송환될 경우에 당하게될 처벌의 참혹함은 이미 수많은 재탈북난민들의 증언을 통하여 우리가 잘 알고 있습니다. 탈북난민의 인권을 보호하겠다는 국제사회의 노력이 탈북난민에 대한 중국정부의 보복적 강제송환의 결과를 불러온 지금 국제사회 특별히 한국사회가 끌려가는 탈북난민들의 비극적 운명을 외면하고 국제여론을 거스르는 중국정부의 무법한 태도를 용인한다면 이제까지 국제사회의 탈북난민보호노력은 물거품으로 돌아가고 말 것입니다.. 북한인민과 탈북난민의 인권에 대한 국제사회의 고조되는 관심에도 불구하고, 그동안 한국사회와 정부에서는 좌우의 이념과 보수 진보 간 전략대립으로 인권문제의 심각성과 중요성에 부응하는 전 국민적 관심이 표명되지 못하였습니다. 하지만 북한인민과 탈북난민의 인권문제는 그 자체의 심각성과 중요성은 말할 것도 없고, 나아가 한반도의 평화와 인권 문제를 자주적으로 풀어가는 과정에서 누구도 외면할 수 없는 시대적 과제가 되고 있습니다. 탈북난민의 인권을 포함한 북한인권문제에 대한 한국사회의 적극적 대응은 국제사회가 한반도의 인권문제를 한반도 스스로에서 풀어가도록 지원할 수 있는 도덕적 근거가 될 것입니다. 그러므로 이제 한국사회는 보수와 진보를 아우르는 일치된 모습으로 탈북난민 인권문제에 대한 우리의 관심과 우려을 표명할 필요가 있다고 봅니다. 우리는 올림픽을 개최하며 세계의 강국으로 부상하겠다는 꿈을 가진 중국이 국제법을 유린하고 주변국 인민의 평화와 인권을 돌아보지 않는 나라가 되어서는 안된다고 믿습니다. 우리는 우리의 이웃인 중국이 아시아 인권의 침해자가 아니라 아시아 인권을 위하여 함께 노력하는 형제의 나라가 될 수 있기를 희망합니다. 세계시민의 이름과 도덕적 양심의 명령으로 중국정부와 중국의 인민 여러분들에게 탈북난민강제송환정책의 중단을 요청합니다. 우리는 우리의 동족인 탈북난민들이 당한 비극 앞에 깊은 슬픔을 금할 수 없습니다. 끌려가지 않겠다고, 쇠붙이를 삼키고 단식하며 처절하게 울부짖는 탈북난민들의 호소가 귀에 울려 우리는 견딜 수 없는 심정으로 국제캠페인을 전개합니다. 이제 우리는 국민여러분들과 세계의 시민여려분들 앞에서 중국정부의 지속적인 탈북난민강제송환조치의 무법성을 고발하고 그 저지행동에 들어갈 것을 선언하면서 동참을 호소합니다. We must speak out against this inhumane and illegal policy and bring it to an end, which is why we are gathering in front of Chinese embassies and consulates worldwide. Furthermore, the repatriation of 70 refugees who were captured in the Beijing area on October 26, 2004, became known on November 9, 2004. According to a report by the National Human Rights Commission in Korea, there are currently 7 secret detention centers in China in the Tumen River area where North Korean refugees are kept before being sent back to North Korea. The report also revealed that the number of refugees being repatriated each week is 300, Even on April 13th, a group of 30 North Korean refugees was sent back suddenly. It is evident that they are cracking down and determined to make large-scale repatriations. North Koreans in China have been recognized by the UN as refugees, and in 1982, China became a signatory to the 1951UN Convention Relating to the Status of Refugees. This convention, which the Chinese government itself called “a candle light in the dark” for refugees, states that all refugees have a right to be protected from persecution. China has said that in the case that international law and domestic law should conflict, that international law would override. However, China has violated the treaties is has signed, and instead of protecting the North Korean refugees, China has continually sent North Koreans back to North Korea, where they face torture, imprisonment, and execution. We believe that China cannot continue to violate the human rights of its neighboring country’s citizens, if it has dreams of becoming a superpower. We hope that China will become a nation that is a leader in human rights protection in Asia, instead of being the violator. In the name of the moral conscience of international citizens everywhere, we ask the Chinese government to end its repatriation policy. We cannot ignore the cries of our own people, who swallow pieces of metal in desperation when they are dragged away by Chinese authorities and repatriation is imminent. We stand here to denounce the inhumane policy of sending back North Korean refugees, and we ask the international community to stand with us. In a continuation of the protest we started on December 22, 2004, we are gathering again in front of Chinese embassies and consulates around the world on April 28th, 2005, Thursday, to firmly state that repatriation of North Korean refugees is wrong, and must end now. GOALS -to protest the policy of repatriation and protect North Korean refugees -to raise international awareness about the those already repatriated and to ensure their safety, and to raise awareness about the North Korean human rights crisis -to denounce the Chinese government and to ask for the restoration of human rights
